The Legal Framework for Roof Work
All solar installation work on rooftops constitutes "work at height" under the Work Health and Safety (WHS) Act and Regulations, which are enacted (with minor variations) in every Australian state and territory. Falls from roofs account for approximately 30% of fatal workplace injuries in the construction sector. The duty of care is on the Principal Contractor (the solar installation business) to implement adequate fall prevention and control measures.

Mandatory Requirements for Solar Roof Work
A Safe Work Method Statement (SWMS) must be prepared before any roof work above 2 m height
At least one worker on the roof must hold a current Working at Heights training certificate (RIIWHS204E or equivalent)
Roof anchor points must be installed or temporary static lines deployed — workers cannot rely on ladders for positioning while working
A spotter must be present for any work near roof edges if edge protection is not in place
