What Is a SWMS and When Is It Required?
A Safe Work Method Statement (SWMS) is a document that identifies the steps of a high-risk construction activity, the hazards associated with each step, and the control measures to eliminate or minimise each hazard. Solar roof work constitutes "high-risk construction work" under the WHS Regulations because it involves the risk of a person falling more than 2 metres. A SWMS must be prepared before the work commences, communicated to all workers performing the work, and retained on file.
What an SWMS for Solar Must Cover
Task steps: Delivery of materials, access to roof, racking installation, panel lifting, electrical connection, DC testing, AC connection, commissioning
Hazard identification: For each step — fall from roof, electrocution from live DC, UV exposure, heat stress, manual handling injury, tool drop hazard
Risk controls: Edge protection or safety harness, de-energise before connecting conductors, sun protection, buddy system for panel lifting, tool tethering
Emergency procedures: Nearest hospital, emergency contact numbers, first aid officer on site, procedure for worker fall or electrical injury
SWMS Template vs Site-Specific SWMS
