Grid Interconnection Requirements for Meralco — Step by Step
A grid-tied solar system must meet Meralco's Distribution Services and Open Access Rules (DSOAR) and the DOE's interconnection standards before it can legally operate. Non-compliant systems face disconnection and possible fines. Here is what compliance requires.
Technical Requirements for Inverters
Anti-islanding protection: Required by DOE MC 2013-05-0009. Your inverter must automatically disconnect within 2 seconds of a grid outage to protect utility workers.
Voltage and frequency limits: Inverter must disconnect if voltage drops below 88% or exceeds 110% of nominal (230V). Frequency must stay within 59.3-60.5 Hz.
Power factor: Grid-export power factor must be ≥ 0.85 lagging per Meralco requirements.
IEEE 1547 compliance: Required for all distributed generation interconnection in the Philippines.
Meralco Interconnection Application Process
Step | Document/Action Required | Timeline |
|---|---|---|
1 | Pre-application inquiry — submit system specs to Meralco | Before installation |
2 | Single-line diagram (signed by PRC EE) | With application |
3 | Inverter compliance certificate (IEEE 1547) | With application |
4 | Building/electrical permit from LGU | With application |
5 | Meralco technical inspection | Within 30 days of submission |
6 | Bidirectional meter installation | Within 60 days of approval |
7 | Commissioning and net metering agreement signing | After meter installation |
Common Reasons for Rejection
Inverter not IEEE 1547 certified — always verify before purchasing
Single-line diagram not signed by a PRC-licensed Electrical Engineer
System size exceeds 100kW (residential net metering cap)
Electrical permit not obtained from LGU before installation
Outside Meralco Territory
For VECO (Cebu), DLPC (Davao), or rural co-ops — the same DOE framework applies but local DU requirements vary. Always coordinate with your local distribution utility before installation, not after.
